If your faucet is leaking out of the spout whenever it is shut off, this means one of two things. First, it could be the seals on the end of the stem are worn out and allowing a small amount of water through. If that is the case you can replace the stem and it should fix the issue.
Second, If your faucet has been leaking for a long period of time, this meaning months or longer, it could have pierced a hole in the seat of the faucet. If that is the case the faucet will have to be replaced. This is due to leaking for so long that the water pressure has built up and blew through the brass seat.
